當銀彈萬能險被官方緊盯時，中國過度倚仗萬能險的保險企業對於支柱崩塌，只能另覓籌資出路。2016年底被中國保監會派遣檢查組進駐、懲罰的前海人壽、恒大人壽便是其中代表，面對清償能力下降情況，前者另謀轉型、後者設法發債以渡過危機。

澎湃新聞報導，2016年第4季，前海人壽的核心清償能力充足率大幅下降至56.23％，直逼50％監管紅線；恒大人壽的綜合清償能力充足率也將至109.68％，接近100％監管紅線。

前海人壽指出，該情況為股價下跌所致，該人壽在去年底被中國保監會叫停萬能險新業務；恒大人壽同樣在去年底被保監會停止股票投資業務，生財能力被斷，顯然是清償能力大幅降低主因。

報導稱，前海人壽要求全公司今年淡化規模因素，大力發展長期儲蓄型和風險保障型業務以求轉型，穩步提高期交保費比率；恒大人壽則計畫發行資本補充債，以豐富融資手段降低成本，並為因應流動性需求配置大量現金、基金等資產。

據了解，去年底中國險企成為股市中的另類主角，利用萬能險產品所得的資金呼風喚雨，炒股行為引起中國證監會、保監會怒批嚴控，萬能險也淪為保監會必須嚴加監控的眼中釘。

中國險企利用高結算利率吸引消費者購買萬能險，對比保監會插手萬能險前後，去年11月中國萬能險結算利率前10高的產品均超過7％。

但據界面新聞報導，今年1月份，多數中國險企的萬能險結算利率僅在4至5％之間，與去年底幾乎每樣萬能險產品利率均超過5％的情況成巨大差別。
 

 

 

（中央社記者黃巧雯台北 4日電）加拿大公告對自台灣等 6國進口部分鋼筋混凝土用鋼筋產品反傾銷初判結果，台廠遭判傾銷差率介於0%至109.2%，經濟部今天說，除與公會保持聯繫，也將補助業者聘請律師應訴。

加拿大邊境服務署（CBSA）1月3日公布對包括台灣、白俄羅斯、香港、日本、葡萄牙及西班牙等6國「部分鋼筋混凝土用鋼筋產品反傾銷初判結果，其中台灣豐興鋼鐵公司傾銷差率1.0%、東和公司0%、羅東鋼鐵公司9.9%及源鋼公司109.2%，其他廠商稅率為109.2%，其餘5國初判傾銷稅率介於2.2%至109.2%。

經濟部國際貿易局表示，加拿大邊境服務署預計今年4月3日前公布反傾銷調查終判結果。

國貿局指出，未來除了持續與鋼鐵公會及全國工業總會保持密切聯繫外，也會補助廠商聘請律師、會計師等應訴費用。

根據財政部關務署統計，104年台灣輸銷加國上述產品金額為4626萬美元，占台灣出口加拿大總額1.97%。1060104
